유엔, 2025년 두 번째 ‘세계협동조합의 해’로 지정지속가능한 발전 위한 협동조합 역할 강조

유엔(국제연합, UN)이 지난달 3일 열린 제47차 유엔총회 전체회의를 통해 2025년을 두 번째 세계협동조합의 해로 지정하는 결의안을 채택했다.

이번 결의안에는 지난 2012년 '제1회 세계협동조합의 해' 성공에 따른 것으로 지속가능한 발전을 위한 협동조합의 역할에 대한 인식을 높인다는 취지의 내용이 담겼다.

앞서 유엔은 지난 2012년을 세계 협동조합의 해를 선포하고 지속 가능한 발전을 도모하는 데 협동조합의 역할이 중요하다는 인식을 높인 바 있다.

유엔은 이번 결의안 채택으로 협동조합을 통해 지속가능발전 목표를 이행하고, 사회·경제적 발전에 기여하는 협동조합에 대한 인식을 강화해야 한다고 촉구했다.

결의안은 세계 협동조합의 해 선포를 통해 유엔을 비롯하여 모든 이해관계자와 회원국이 협동조합을 활성화하고, 지속가능발전목표(SDGs) 달성 및 사회·경제의 전반적 발전을 위한 협동조합의 역할을 알리길 촉구하고 있다.

결의안은 특히 협동조합이 양질의 일자리 창출과 빈곤·기아 퇴치, 교육, 보편적 의료보장을 포함한 사회보장, 포용금융, 도시와 농촌에서의 주거 문제 해결 등에 직접적으로 기여할 수 있도록 생태계를 조성할 것을 제안하고 있다. 아울러 이를 통해 협동조합이 지속가능하고 성공적인 기업으로 성장하도록 지원할 것을 강조한다.

제도적 환경 관련해서는, 협동조합 활성화를 위해 자본에 대한 접근성 및 자율성, 경쟁력 제고 등의 부문에서 기존 제도를 개선하거나 새로운 제도를 신설하는 등 기존 법제를 검토할 것을 권고하고 있다.

이와 함께 회원국들은 지속가능발전을 위한 고위급 정치포럼에서 협동조합에 대해 검토할 것을 촉구했다. 아울러 각국 정부·관련 국제기구·전문기관·지역·국가 및 국제 협동조합 기구가 매년 7월 첫째 주 토요일을 세계협동조합의 날로 준수해야 한다고 촉구했다.

 

이에 대해 국제협동조합연맹(ICA)은 유엔의 새로운 결의안 채택을 축하하고 모든 이해관계자가 결의안 권고를 이행하길 촉구하고 나섰다.

아리엘 과르코(Ariel Guarco) ICA 회장은 협동조합에 관한 새로운 유엔 결의안 채택을 환영하면서 “첫 번째 결의안 이후 13년 만에 새롭게 세계협동조합의 해를 선포한 것은 유엔과 각국 정부가 모두를 위해 더 공정하고 번영하는 세상을 건설할 수 있는 협동조합의 역량을 강력하게 인정하고 있다는 것을 증명한다”고 말했다.

ICA는 새로운 결의안의 권고사항이 최근 ICA가 발표한 정책 논문 '협동조합: 지속가능발전 2030 의제 실현을 위한 주요 파트너'(Cooperatives: Key partners in realising the Agenda 2030 for sustainable development)의 내용과도 일치한다고 밝혔다.

The United Nations General Assembly has adopted a new resolution on cooperatives in social development calling for the proclamation of 2025 as an International Year of Cooperatives.

The text encourages all member states, as well as the United Nations and all other relevant stakeholders, to take advantage of the International Year of Cooperatives as a way of promoting cooperatives and raising awareness of their contribution to the implementation of the Sustainable Development Goals and to overall social and economic development. The resolution was presented by the Government of Mongolian and adopted on 3 November during the 47th plenary meeting of the United Nations General Assembly.

The initiative comes after the success of the first International Year of Cooperatives in 2012, which highly contributed to raise awareness of the important role of cooperatives in promoting sustainable development.

The resolution further draws governments’ attention to the recommendations of the 2023 UN Secretary General report on cooperatives in social development, to focus support on cooperatives as sustainable and successful business enterprises by strengthening the entrepreneurial ecosystem for cooperatives enabling them to further contribute directly to:

• decent employment generation,
• poverty and hunger eradication,
• education,
• social protection - including universal health coverage -,
• financial inclusion and
• the creation of affordable housing options across a variety of economic sectors in urban and rural areas.
